The New Jersey Globe reports that six-term U.S. Rep. Donald Payne Jr. has not regained consciousness since suffering a heart attack on April 6. The New Jersey Globe also reports that Payne has been on a ventilator at Newark Beth Israel Medical Center for the last 11 days.
